As Parker Gabriel, of the Lincoln Journal Star, added to the comment that the report by Teddy Greenstein actually follows what Bill Moos has said regarding a possible vote.

Over the past weeks the Return to Play Committee, which Nebraska Athletic Director Bill Moos is a part of, likely could have provided a report or a proposal to the Big Ten Presidents/Chancellors. Or maybe they are going to provide said report or proposal at the end of this week which would give the Presidents time.
You never know what to believe but at least we can lean on a report from a respected sports writer from the Chicago Tribune.
Things are subject to change as we have come to learn. However, at least it is possible that we may have some closure of some type hopefully by the beginning of next week.
