I did a similar Recipe a couple years ago for the Off Season Recipes, this is just a different way to do it. We'll be cooking this in the oven instead of the smoker.
Ingredients: 2 lbs. Ground Beef
1/2 Cup McCormick Chicago steak seasoning.
2 eggs lightly beaten
1/2 Small Onion, finely chopped
1 Green bell pepper, finely chopped
2 Tbsp Minced garlic
1/4 Cup of milk
1/2 Cup bread crumbs.
2 Large Jalapenos
1-8oz. Cream cheese
1 Cup shredded Cheddar
Set the Jalapenos, cream cheese, and the cheddar aside for later.
Now that we have all the ingredients, toss them into a large bowl and mix. Once all the ingredients are mixed thoroughly, separate the mixture into two equal halves. Take one half and mold into a loaf shape and set the other half aside.
Now to stuff the Jalapenos. Cut the stems off the peppers and slice into halves. Clean out remaining seeds. I blanched all of the peppers because if not, they will be somewhat crunchy even after cooking. Mix the cream cheese and cheddar in a bowl, then stuff the half peppers with the mixture.
Place the peppers on the loaf you made earlier.
Take the remaining ground beef and mold into another loaf and set on top of the previous one, directly on top of the peppers and mold into a nice meatloaf. 
Cover entire loaf with bacon, place in a 250 degree oven for 2 1/2 hrs or until the internal temp reaches 160 degrees. You can use a higher temp for quicker cooking if needed.
